Project documentation - this is engineering and functional-technological,architectural, constructive solutions for the provision of reconstruction or construction of capital facilities. They are provided in the form of materials containing texts, calculations, drawings and graphical schemes. Let us consider in more detail what the project documentation.

General information

The order in accordance with which the preparation of materials is made, fixes Decision on the composition of sections of project documentation №87 of 2008. The list of capital objects is given in the Appendix to it. They are divided according to their functional purpose and characteristic features. The following types of objects are specified in the Appendix:

1. Industrial buildings, buildings, structures, including those used for security and defense. An exception to this group is linear objects.
2. Non-production facilities, buildings, buildings, housing, communal, socio-cultural values.
3. Linear objects. These include iron / road, pipelines, power lines and so on.

Who prepares the project documentation?

Development of materials on capital objects,related to their safety, can be carried out exclusively by legal entities and entrepreneurs who have obtained permission and certificates of admission to this activity. The necessary securities are issued by the self-regulating organization of the SRO. Other types of work related to the preparation design documentation for construction, are carried out by any legal entities or citizens.

The text block contains information about thecapital object, a description of technical and other decisions taken in relation to it, calculations that justify them. The text part also contains references to the normative acts that were used in developing the project documentation. Parts 9, 11, 5, 6 are formed completely for capital facilities that are on budgetary financing (partial including). In other cases, the need to develop these sections, its scope is determined by the customer. The relevant information should be specified in the terms of reference.

The possibility of preparing materials for individual stages of work is justified by calculations that confirm the feasibility of implementing the decisions taken in practice. Development is carried out in the volume required for the implementation of the relevant stage. Materials must meet the requirements for the content and composition of sections.

Features of terminology

The construction phase is the erection of onefrom capital objects, the construction of which is supposed to be conducted on a separate site, if it is possible to autonomously introduce such a building into operation. At the same time, it should be provided for its independent functioning in the future. The construction phase is also called the erection of a part of the capital object, which can also be autonomously put into operation.

Features of the legal regulation of training,verification and approval of project documentation are disclosed in the Town Planning Code. Particular attention in the study of the issue should be given art. 49. Normally, the examination of project documentation is regulated. This procedure is mandatory, except for the cases listed in parts 2, 3, 3.1 49 of the Code article. Expertise of project documentation can be state or non-state. The developer / customer can choose the organization that will perform the audit. However, if in accordance with the state examination of project documentation is mandatory, the said entities can apply only to state institutions.

Exceptions

For individual capital objects, examinationdocumentation is not provided for by law. There are certain requirements for such facilities. Objects that are not subject to examination are:

1. Residential buildings, standing separately and havingthe height is not more than 3 floors, designed for 1 family. If permission to erect buildings is issued before 01/01/2016, state supervision is not carried out against them.
2. Residential buildings, the height of which is not more thanthree floors, consisting of blocks of no more than 10. In this case, each of them should be intended for living 1 family, to have another common wall without openings, to be located on a separate site and have access to the common territory. Examination is not carried out for such facilities, if they are built not at the expense of budgetary funds.
3. Multi-family houses, the number of floors in whichmore than three if they were built not on budgetary funds. In this case, they should consist of block-sections (one or several), the number of which is not more than four. Each of them provides for several apartments and common premises, a separate entrance with access to the adjacent territory.
4. Separately located capital objectsheight no more than 2 fl., with a total area of ​​up to 1.5 thousand square meters. m, not intended for production and residence of people. An exception is provided for structures that are, according to Art. 48.1 GRK, especially dangerous, unique and technically complex.
5. Separately located capital facilities,the height of which does not exceed two floors, with a total area of ​​up to 1.5 thousand square meters. m, used for production purposes, for which no organization of sanitary protection zones is required or they are already installed. An exception is provided for structures classified under Art. 48.1 ГрК, to technically complex, especially dangerous or unique.
6. Prepared, agreed, approvedDrilling wells installed in accordance with a technical project for the development of deposits of fossils or other documentation for the implementation of activities related to the use of mineral resources.

Adjustment

Legislation allows changes in project documentation after receiving a positive opinion. Confirmation that adjustments do not concern constructive and other safety characteristics of the capital object is an act of the authority or competent organization that carried out the audit. When you change the documentation for construction, overhaul, reconstruction of facilities, financing of which is expected from the budgetary funds or is provided by legal entities listed in part two of Art. 48.2 GRK, the conclusion also certifies that the modification does not lead to an increase in the estimate. Preparation of this act is carried out within 30 days.

Important point

If the changes in the documentation concernstructural or other characteristics of the security of the structure or entail an increase in estimates for construction / reconstruction, the organization or the executive body that carried out the inspection, refuse to issue an opinion. In such a situation, materials that have undergone an adjustment must be investigated according to the rules established by the Government in accordance with the GK.

Additional requirements

The legal entities listed in part 4.3 49 articles of the CCG, can not carry out non-governmental examination of the documentation, if they also carried out its preparation. Failure to comply with this requirement entails the cancellation of accreditation. Preparation of expert opinions can be carried out by natural persons, certified in accordance with Art. 49.1, in the direction of "expert", indicated in the qualification document. At the same time, these citizens can not participate in the audit if they have an interest in its results, or they or their relatives participated in the development. To relatives, in particular, include parents, adoptive parents, children, siblings, grandparents, spouse, adopted children.
