Legislative initiative: problems of implementation
Lawmaking activities of a number of bodiespublic authorities is to ensure that these institutions have the right, which is called the legislative initiative. This is an important instrument of democracy, by which the law is changed.

The legislative initiative in the Russian Federation representsfirst and foremost, the introduction of a bill by an official or an institution endowed with this right. In addition, the first stage of the adoption of a normative act carries the same name. The legislative initiative belongs at the federal level to the Government, the Federal Assembly and the President. Also, the highest courts have this right. At the regional level, this is the prerogative of representative bodies.
It should be noted that in some European countries,such as Italy, Switzerland, Spain, Germany, this right is realized. We in Russia also have such an institution, but it has not received the proper extension. This is partly due to the fact that the country's legislative initiative is not reflected in the country's Constitution. Nevertheless, in some regions or even at the local level, such a procedure was envisaged. It means that citizens sign the draft law (a certain number), then the parliament must consider it. But such an institution is used extremely rarely, so much so that you can analyze all the practices at once. Unfortunately, it is necessary for a large number of people to sign the draft to be considered in the legislative body of this or that region. But this is not always realistic, because you need a certain organization, so that someone would go and collect signatures. It is impossible to do it alone.
Actions with the project
A representative body, for example, the StateThe Duma must implement a number of actions on the draft law that has been submitted to them. First of all, compliance with the requirements is checked: from the due subject, does the legislative initiative originate, is the form correct (it is stipulated by the regulation), and also whether other requirements are met for such a document. If the act in question does not correspond to one of the above, then it is returned for revision. As you can see, all the bases are formal in nature, so there is little difficulty.

It is worthwhile to talk about this in detail. The legislative initiative is an action to change the adopted normative acts. This allows us to realize the main function of the parliament - law-making. In addition, each project is subject to rigorous verification, therefore, at the stage of acceptance, a certain part is cut off. The people are actually excommunicated from this right. In general, in Russia it is generally not provided for citizens, and if in a separate region there are, then it is practically impossible to realize it. Bills lead to the transformation of legislation, reflecting the real situation in society and the state. That is why the operative and competent activity on their drafting is so important, because the timeliness of their adoption depends on this.
